Mengemukakan tentang suatu bentuk baru struktur masyarakat dimana media elektronik akan menghubungakan seluruh dunia kedalam suatu system social politik budaya. Dikenal dengan nama Community Memory, merupakan BBS publik paling pertama. Awalnya Community Memory dibuat untuk tujuan sharing informasi mengenai topik-topik tertentu. Tetapi lama kelamaan, akhirnya menjadi pusat pertukaran informasi. Karena Community Memory mampu mengumpulkan orang-oran.
